Just make a compulsory theme deck event. If beast theme, all monster cards in your deck must be beast types. No restrict in spells/traps

That´d hit hard people who has just started playing the game and doesn´t have a broad selection of cards to make decks with, unfortunately.

Garbage Event
Thats why maybe they need to give us themed decks for the event, and when its over the decks are gone too, easy solution, they already did a similar thing back in an old pve event.
