It was Ishizu's before it was Kaiba's. She gave it to him to ego him into doing the Battle City tournament.

Also, Yugi's winning Obelisk didn't result in him having all 3, he had to win Ra after that. ;p

Ra came from the last Marik event last year. Kinda useless anyway, he'll come back, you'll get him and proceed to never use him too.

You gotta defeat Ishizu Ishtar when she appears in Duel World (DM) as Gravekeeper Ishizu and a story comes afterwards involving Kaiba and says you've obtained Obelisk
