Temple of the Kings is at 3 irl. It has an errata, so it isn't broken anymore. Feather Duster wouldn't be as good in the game as it is irl, but it is still too powerful to be added.

Harpy feather duster is only Forbidden in TCG. OCG has harpy feather duster as limited.

The OCG has a crazy meta though. Feather Duster is obviously an unhealthy card in the irl meta.
