I don't know how likely Devack and Greiger will be. I feel like Carly, Roman and Rex will all happen, and that's a LOT of Dark Signer characters... Those two are less likely. (Devack's probably more likely than Greiger.) Misty is probably not happening either way, we have a decent portion of her cards already.
I'd imagine we'll get Black Salvo as a box UR/SR at some point like Debris Dragon, it's pretty similar power-wise. (It's less restrictive, but also less splashable.) I don't see Konami really wanting a lot of his other cards in Duel Links anyway, though. A lot of burn cards that'd be pretty strong in Duel Links, the whale's a pretty big stall card, etc.
All characters will be added to the game, pretty much all of them. And it doesn't matter if their names are not in the game files nor if their anime/manga cards are already in the game.
