Tokunosuke isn't considered as an appealing character in Zexal, I can see them adding him eventually, but not as the first 5. I think we'll get Cathy instead, with Kaito being held back just like Jack Atlas.
Tokunosuke is a character in the same vein as Weevil, he is meant to be annoying. Not something you want to attract players with. He'll be a later addition once the new and old players waiting for Zexal have settled in.
I'd say Yuma, Shark and Bronk are guaranteed. Beyond that, who knows. Kite'd probably be an early unlock. Tori's barely a duelist, Cathy has too small a cardpool and also didn't duel much. Kite's probably an early unlock. Beyond that, it depends heavily on how deep they go for starting characters. Characters like Nistro, Dextra, Anna, Nelson, etc. are probably viable, but were introduced later.
It could go either way, but I'm leaning towards him being a starter. We've already established there aren't a huge number of early-Zexal options (unless they go straight to the WDC). And I feel like he's not really a popular enough character to hold for an event like Syrus was. (Trudge happened due to already having a large starting roster, Zexal doesn't have this issue.)
Kotori and Cathy's lack of cards and duels are not an issue.
Just slap any bird-related and fairy-related cards on Kotori.
Cathy can get any cat-related cards. And since we know they're not shy to implement anime-only cards, we can get her anime-only Cat deck in the game. Stray Cat, Cat Girl Magician, stuff like that.
I recall in at least one of the games where Kotori is a dueling character, she uses Fortune Tune in addition to Fairy Cheer Girl, so yeah, I can see Konami giving it to her again in DL.
