Agreed. Konami obviously will hit Box decks first rather than EX decks because the former you can get for free (Gems), but in order to make the latter meta-worthy you have to pay the remaining 2 copies with money, and the last thing Konami wants to do is piss off paying costumers.
Neos Fusion is like Duel Link’s Brilliant Fusion- it doesn’t matter that every deck abuses it, until it becomes a degenerate FTK or OTK enabler it won’t get touched
there are enough stupid people throwing money to konami for every ex structure, when they limit something from an ex deck lesser people would buy one. so no it will remain like it is.
