"If it does well in ranked and KC it's tier 1". Well then bring the entire KOG decks to this page. Stall decks should be tier 0 to start with. You are completely ruining the point of tiered decks and you have no knowledge of the game.
What matters is how well a deck does CONSISTENTLY against top decks in KOG and tournaments. Neos Fusion is just not consistent enough. You'll see what I mean few days into KC Cup, I don't expect Neos Fusion decks will make it that far.
Tiers have no thing to do with tournaments. Duel links meta tiers are based on their own tournaments. This tiers represent the ladder, which I found way more useful. You see, in duel links meta nobody uses D/D/D in tournaments. However, in the ladder it's one of the most played decks.
The big difference is that you can reach kog with ojamas but you wouldnt win a single bo3 match in a tournament also a big amount of kog decks are very unoptimal
