I have a question. So , i've played a duel today , and something confusing happened. I had a Neo Blue eyes ultimate dragon on the field i ve activated his efect to atack 3 times ( i ve send one neo blue eyes in grave). On my opponent turn he summons chaos dragon levianeer and activate his effect to destroy my neo blue eyes , and he did it . But why i can not block this with my neo blue eyes in the grave? Because he has this effect to block a card effect that targget a blue eyes monster on the field? Sorry for my english

Yes. Levianeer is only obtainable with money and this makes it more expensive to use.

More expensive cards can bypass game rules and destroy without targeting.

If you manage to get a Prismatic Neo UBE then your card will be more expensive and it will have the ability to fight back.

Yeah that's why flip flop frog is only in selection boxes as UR, it doesn't target after all.
