WOD can't chain to recon to activate its effect before being destroyed so recon doesn't help so much.
Wiz can negate WOD but her effect can only be used once per turn, so when facing an opponent with heavy back row, it's very hard to choose right timing to activate her effect.

Also just last week an anon told me WOD is not an issue for Fur Hire since they replace their monsters easily.....now another anon say the deck dies to WOD so it's not tier 0

WOD has speel speed 2 and Recon's effect has spell speed 1.

THE VERY FIRST SENTENCE in WOD's text is "When an opponent's monster declares an attack"......

WOD can only respond to an attack.
