he can be special summoned with Magician Navigation, right? it doesn't say anywhere that he can only be summoned via ritual

Dude, ritual monsters must be ritual summoned properly first, except the case a card effect says that "IGNORING ITS SUMMON CONDITION".
It's a common rule for every ritual monster.

ritual monsters effects don't activate unless they've been ritual summoned unless stated otherwise on the card

No. Like any ritual even if it was possible he would need to be summoned properly first, but he is not treated as dark magician in hand.
