Why are you guys so confused ?? This card itself can inflict piercing dmg because it's Aqua-type and the effect is continuous and applied to other Aqua, Fish, and Sea Serpent-type monster you control as long as this card remains on your monster zone and face-up. Don't get me wrong, I just wanna tell you the right rules :)

Of course it's a Con.. The effect is ONLY APPLIED to Aqua, Fish, Sea Serpent-type. If there is DNA Surgery and it doesn't select Aqua, Fish, or Sea Serpent. This card's effect will be a dead effect. At this point you guys are obviously confused, duh..
