Leon most likely won't come.

Remember that Volcanic only has 3 cards left too because nearly all of them are in a box, and we still don't have O'Brien to this day.

Axel might still come. Plus the the OCG and TCG might still releases more Fairy Tale cards for Leon to use. Plus we have the Fairy Tale cards that he can also have.

Fairy Tail, maybe, although I feel like those are more like cards they would release in a box or an event.

Axel though, he would be ace-less like Tristan if he does come, and what would he have as drop and reward considering most of his cards are already in a box? Random FIRE stuff? That would be disappointing, isn't it? I mean, we already have some people complaining that Umbra & Lumis didn't have much Mask-themed cards.

They even have the fairy tale cards that are currently exclusive for the anime that they make official cards.
