This is still wrong though as the card does not say only works on monsters tribute summoned via normal summomning. Wording needs to be either corrected or this bug fixed.
Any Special Summons requiring Tributes is always treated as a Special Summon, as Special Summons are acquired through unique means, while Tribute Summons don't require any particular Monsters or conditions and are treated as Normal Summons.
