Also did you forget how much menace Amazoness Onslaught did? It's an R rarity card too in DL.

Chimera is likely R for the same reason Truth Dragon is R : powerful, but balanced by it being too complicated to summon.

However, sometimes a seemingly strong card is made R or N so that they can easily limit/ban it if it does become a problem later on.
