Malefic Truth Dragon is R in an old box.

Heck, we have Power of the Guardians, arguably still the most powerful equip in DL, as N, when it's SR in master duel.

Also did you forget how much menace Amazoness Onslaught did? It's an R rarity card too in DL.

Chimera is likely R for the same reason Truth Dragon is R : powerful, but balanced by it being too complicated to summon.

However, sometimes a seemingly strong card is made R or N so that they can easily limit/ban it if it does become a problem later on.
