How do you make this deck without Ultimate Rising pack?
I already have two Relinquished but it's so hard to build a synergy between cards.
Any suggestions?

you can try without switcheroo and thunder dragons and using bakura's fiend farewell so you can get the djinn that's a 1 star. change the sonic bird to gateway to chaos. you will have to test it and see if it works well or not.
First, of course, you need to have the card in your hand. The requirements of using gateway to chaos is that you need to have at least 1 BLS or Gaia in your deck ( otherwise you can't use it, so if you already have both Gaias in your hand, unless you have switcheroo or card trader, it's essentially a dead card. Other than that, it's a really great field spell in my opinion, can get ritual spells.
this deck cannot work unless you have at least 2 sonic birds + 2 senju.
I mean I understand; you want to make a Relinquished deck but it's not possible until you get those 2. Your win rate with subpar cards like Gateway to Chaos would be inconsistent.
There are 2 types of relinquished decks -- Harpie's Hunting Ground or Generalized Relinquish, but both require Sonic Bird which is from U.R.
