I don't think there's been a single time I've ever found Decider of all cards annoying. I think I've legitimately seen more people waste its effect turn 1 without sending anything than it actually doing its job well.
Most annoying cards: cipher soldier and spikeshield with chain. I'm now alwaya afraid when they just start with a monster facedown and one facedown s/t. Most annoying skill: bandit (why is this not on here!?) I always only have one trap when I am about to win, and then it gets stolen and I lose because I have nothing to get rid of it. I lose a lot more to the "old" meta decks: aliens, batterymen.
