Digital developers spend almost nothing but the cost of maintaining servers, which is much cheaper than material resources. When you buy cards in real life, you can always resell them and some rare cards are quite expensive.
Btw in addition to the costs of paper and printing, the manufacturer of card games must also pay to suppliers who will deliver their products to stores and sellers who will sell these cards. So digital games, in contrast to real life, are almost net profit.
