Note that it revives the target, since it SS from the Graveyard. Remember the basic rule about reviving Nomi: the Nomi monster has to have been Special Summoned properly first.
The "ignoring summoning condition" part only ignore the fact that a Nomi monster normally cannot be revived. It does NOT ignore whether the monster has been summoned properly or not.
Note though, that Anki has to have been summoned via Mask Change. Like I said, it has to have been summoned properly first in order for it to be revived with this card.
Yeah, this isn't the first card in the game to revive ignoring summoning condition, so I believe it has been stated before. But it needs to be re-stated considering new players + how dumb old players can be sometimes.
