It's one of those dumb Konami things that aren't written rules.
Using the term "spell speed" for traps is 🔥ed, and is a totally made-up category overall.

Umm, Spell Speed is a written rule. It's in the rulebook. Page 44-45.

That rule was introduced very early in the game, most likely during the first time a Counter Trap is printed. It's a very old rule.
