This card is weirdly redundant.
It states that it cannot be activated from hand, but the requirement for its effect is something that only happens on OPPONENT'S TURN anyway, and Quick-Play Spells cannot be activated from hand during opponent's turn by default, it's a game rule.
So there was no need to state that it cannot be activated from hand.

Not necessarily, because attack redirection exists.
For example, Ancient Lamp. A monster can be selected as an attack target during the player's own turn.
