Anti meta meta is a thing. It means that an anti meta is so good at hard countering decks, that it even counters anti meta. These decks are 99 percent control decks since they have to deal with such a large spectrum, and CC is definitely control based. Boiled down, anti meta meta just means its the best at countering the best and its own competition for the title.

I think you are confused.
Anti-Meta is Tier 1
You have to remember what Tier 1 stands for.
Tier 1 stands for decks which are played at the very top.

You will often have a Meta which is filled with a top well defined decks.

For example:

-Relinquish
-HHG
-Gravekeepers
-Dark Magician
-Blue-Eyes White dragon.

These are decks which you would call the Meta.

The Anti-Meta decks are than built around exploiting the weaknesses of the current Meta Decks.

For example:
-Tea's Burn Deck
-Clown Control
-Venus Control
-Statue Control
-Parasite Burn Deck

These decks are exploiting different meta decks.

When they are exploiting the meta's decks perfectly.

They will rank in Tier 1.

The Anti-Meta decks will than lose there effectiveness.

The reason why is because the Meta has shifted.

Meta decks which were played by the tons start to fade out.

The result is the Anti-Meta decks which are made against them begin to fade out.

The result is you see Anti-Meta decks start to trickle down to Tier 2.

It is because something new has predominately taken over which pushes everything else downward.

Basically, The majority of Tier 2 downward are often filled with past meta decks which kept trickling downward.

This is how it usually works in a nutshell.

It doesn't mean that they can't beat Tier 1 decks.

It usually mean's that something else more popular came along which is being predominately played in the Top Tier.
