Yeah, Cloudian needs the original version more, not to mention they also need Cloudian Squall. Running both this card and Squall means you only have 1 zone left for your other backrow cards.
Or you could just play The Sanctuary in the Sky in the first place.
There isn't really much reason to run Sanctum in Cloudians. They don't want to put 3 cards on the top of their deck. Sure, being able to reuse Punishment would be nice, but not worth running this.
