I only run 1 Cosmic and 2 Holiday in my Witchcrafter deck.

Holiday will not be limit 3. There is no such thing as below the forbidden list banner. If it is not stated in the banlist means it remained a limit 2. You can only run 1 Charge 1 Holiday, nothing more.

That's probably a typo from Gamea editor. I see nothing about witchcrafter holiday from in-game-news.
