Jack/Carly only happens for one duel in extremely specific circumstance, and we already have all the cards used in that duel anyway.

If we got Scud, why whe cant get Jack/Carly?
Unless they have plans to introduce Sevens Characters, they are gonna add every character from the show or, why not, manga.

because Scud is a blank slate, he can have any cards added into him.

Jack/Carly have very specific set of cards, and we already have all of them.
