Yes it is but some player wont change thier deck bcoz its have multiple card. If u try to change that u have no choice but you need to remove the miltiple cards.

no its a hacker, theres a mod apk version of the game that lets you ignore the banlist e.e

no, it isn't. it's most likely pre banlist. if you wanted to hack, use full power cyber angel instead. false reporting can give you a punishment instead

this. numerous times I've had replays where there are multiple infractions of the newest banlist, same with vagabond decks. all they do is mirror player decks, those take time to phase out the now illegal lists

If you got this from the duel replay, this is likely to be a replay of duel before the banlist takes effect.
