Buster Whelp is not affected by the new ruling though? It was never a fusion sub.

The new ruling only affect the interaction between DS Fusion itself and fusion subs.

The new ruling only affects two single cards in this game (this + Red-Eyes Fusion)

It still works if you have the actual Buster Blader in your hand or field... so you can fuse that one Buster Blader with your own Whelp, or with an opponent's dragon... the main idea still works, it's just harder now it requires the actual Buster Blader.

From what I see because destruction fusion and red eyes fusion says a fusion monster that lists BB or REBD the ruling force you to use the original materials instead of a sub. Still makes little sense but okay.
