It's not allowing me to summon when I have 3 monster cards on the field. But when I had a "start game with 3 monsters on the field against Vagabond it allowed the special summon. Anyone having this issue?

No, I mean this card even works with Cyber Style as it's "send".

Were you trying to use tokens for it? As they won't work because they can't be sent to the graveyard.

Paleozoic Canadia gets banished when it leaves the field as a monster. Tokens don't go to the graveyard either. Only monsters that go to the graveyard will work to summon Light Ruler.
