This card should be limited. Don't get me wrong, it's meant to be a neos deck support.. But the way people use it, i mean it mills any lvl 4 or lower card, it's a foolish burial with the power of summoning a beater. If used in a neos deck, that's good. But this card almost supports every deck that needs to mill a level 4 effect monster.
And that's part of what Yugioh is at its core, modify your deck with tech cards to get an edge in duels and as a bonus, makes your deck looks different from others.
People playing different decks with Neos Fusion engine is still a far better meta than metas where literally only a single deck with a single build prevail (Cyber Angel era, Masked Hero era, Sylvan era, Fur Hire era, the recent Six Samurai era).
At least right now the decks are, at their core, different, even if all of them runs the same Neos Fusion engine.
