so a card that summons any level 4 monster from the hand, restores lp on special summon, is a resonator(meaning it can be searched by resonator call and interacts with cards that aren't in duel links yet like red warg) is only decent?

This is an Arc-V era card, of course this card is better than all the other Resonators which are 5Ds era cards.
