Can anyone help me get a Prismatic copy of this spell?

I'm a beginner and I don't understand why my Prismatic tickets don't work on Burst Stream.

Why only glossy and normal SR tickets work?

You can only convert level up card reward to prismatic on a certain day at the card trader (idk when)
