Copy plant is a tuner. Black rose dragon is a syncro tuner monsters can only be tuned with only non tuner monsters

You could just not use the effect and Summon this thing off Gigaplant or something. ;p It's not like Black Rose Dragon is likely the only Synchro Monster that will exist anyway.
