They fully released DNA Surgery to 3 copies and kept cards like this without any limits. They also went and released other monsters and card combinations that cause complete lockdowns of attacking in one way or another, such as Double Tool D&Cx2, Prominence Dragonx2, IB Geomancer+DNA Transplant, etc. Yet none of those attack lock strategies are widely used. Only one was but it was taken down by the banlist because of decks “Fur Hire” being too overpowered. Why aren’t any of the others being used?
You can disrupt with any form of non battle removal: vermillion mech, brionac, ballista, karma, raigeki, FL every, michael, scrap dragon, cosmic, galaxy cyclone, double cyclone, f. Lance, any of bw syncros, the spider desperado uses, the nk xyz monsters, cyber overflow, chimeratech, etc
I use many of those cards. But they aren’t prevented from using them either. I’m afraid of fighting something like a deck using this card and setting 3 floodgates that stop me from summoning monsters that could break their board.
There's very little chance of that happening, even buster blader running balance, that almost fix its entire hand, bricks often. Now imagine what happens when you need 3 or more specific cards
