There was a time in YGO in which you needed a Link monster in your Extra Monster Zone to summon more than one non-Link monster from your Extra Deck. It felt like a blatant decision to push Link monsters (since they were new), so lots of Link archetype specific mons, like Conductor were produced to make them playable. The schtick didn't stick though, and the rule was removed eventually.
There's no reason to summon conductor instead of cyber slash whether you go first or second, the same happened in ocg why summon her when you could use those mats on monsters with disruption or something
