I have never tested it, but can D-Hero Plasma negate this card non-targetable effect and thus, making it targetable by card effect?

As long as the negate doesn't target, yes it can affect this card.

I can't think of other non-targeting effect negation other than D/D/D Supreme King Kaiser when he's pendulum summoned and Powersink Stone. I know some monsters can negate the effect of monster they battle, but they usually can't get over Sabre Dancer's base 3000 ATK by themselves.
