You can do that, and it's not a bad option. I simply found more than half the decks I was going up against were relinquished and Harpies. Tornado works better against those decks.
Tornado can be used to remove the monster equipped to relinquished when it is attacking
Other harpies decks will almost always remove your face down tornado and you can punish them for it.
