Limited to 3 was an old rumor.
I don't think it will become a reality, but if it does... it has taken so long, that it doesn't matter at all.

All of them are very old by now.
I don't think the game needs such card limitation, the meta feels very balanced at the moment, ask real players, everything started with Survival's End and Samurais, the meta has been stable since then.
