This monster's effect is not even a quick effect. If it is not spell speed 2 you cannot even chain it to a raigeki break. Not good.

nope quick effect also work in damage step effect activation, so if your opponent active koga effect for example, you will able to chain it but not for something during either player turn
OCG Rulings: "Banishing 1 Synchro Monster from your Graveyard is a cost to activate this effect. It cannot be activated during the Damage Step."

Bro, this monster has quick-effect even the text doesn't say it. But it's replaced by 'during ether player's turn so it's basically quick-effect. The one that you mention cannot be activated during damage step is true. Because effects like changing ATK/DEF are one that can be activated during damage step. Or if the card text says it like michizure. Even it doesn't change ATK/DEF. But it's a rare.
