The effects are too much for an R card, drawing 2 cards would give the player hand advantage. Not to mention if (s)he already has Red-Eyes Spirit set on the field.
well you dont get much advantage becouse you use the card(-1) then send a red eyes from hand to grave (-1) to draw 2. only thing this does is setting up the graveyard
