At least Pegasus was always accessible as long as you had Star Chips, Yugi spawns when he wants and gives crappy rewards. I hadn't obtained an 8K assessment (at all) until just last night and was rewarded with 3 BEAST FANGS!!. My patience was rewarded with my first copy of Union Attack just this morning, so my rage has died down a bit.

5hours of play only 2 respawns today. Not a single SR so far
