Level 1 isn't an especially bad level for a Tuner. It just depends solely on the Tuner itself, the Synchros you're aiming for and the deck they're in.

Spore, Jet Synchron and Blackwing - Oroshi the Squall are infinitely better than cards like Top Runner and Influence Dragon.

It's still helping me make some very nice synchros. The way Harp and Papyrus special summon this makes it very versatile. Specially level 4 and 5 synchros are favored, as well as Dark End Dragon.
