Because:
1. Konami doesn't want you to have a F2P competitive deck unless it happens by accident, and
2. People would be butthurt about its release even before it came out.
People are dumb and don't realize the banlist expansion only hurts F2P players because it never ever hits expensive UR cards in P2W decks and F2P bounce back with a different competitive deck much more slowly and difficult.
