Chaos max is too OP for 4000 LP format and protection effect is very strong. Only few deck that can deal with it so I think it's fine locked behind skill
Nah even Konami knows this game still makes good profit, and they need to keep it going. Putting Chaos Max in will 🔥 the game right away, so it goes against making good profit. Hence Chaos Max being locked behind skill.
