Literally the new SR but better, since it's a level 3 monster and not a effing level 5

Actually the lv5 includes both normal & special summon. Which makes it worth the while.. also, setting ur board with two level 5 for xyz & getting a search for it is quite worthy.
Note: xyz are not out yet. We all know.

One of the best Xyz that Constellar has, is Rank 5.

Level 5 is actually better for Constellar, because Pleiades is one of their best Xyz.

Thinking about it, do they even have a decent Rank 3? Feels like all people are talking about, are the higher Rank ones.

They don't. Constellars' only Xyz that gets used are the Rank 4 or higher ones.
