Apparently, Relinquished is available in the UR exchange ticket section but you have no way to get its Ritual summon card. Such a bad thing to do for new players!
You can use "contract with the abyss" to ritual summon any dark ritual monsters including relinquished. Located in the valkeries rage pack. YOU ARE WELCOME.
If you're running a Relinquished deck, lvl 1's are what you should be using anyway. Either the lvl 1 Djinn or Relinkuriboh. Your only loss is that you can't use the lvl 3 Djinn.
