Rigged how exactly? The order of the packs in the box is randomized, but since the number of R cards greatly outweigh the number of SR and UR cards you're more likely to get R cards instead. If you get lucky, as I have few times, you might be able to pull a UR or in your first pack, but you're probably not going to. If it was rigged tho, you wouldn't even be able to get lucky in the first place.
