He presumably just magic'd them into existence with the Millennium Rod. We know the Ring can materialize cards, so it wouldn't be surprising if the Millennium Items could just conjure other stuff directly.

In the manga marik wears a black shirt underneath his hoodie and beige pants.
So the only thing Yami Marik had to do was switch the hoodie for the cape.
Which I believe is his ghouls/rare hunter's robe as makeshift cape.
And since this game is more manga based well..
