why does it has 3100 attack when yami yugi summons it?

Because of the Phantom Beast Cross-Wing's in the graveyard. According to it effect: "While this card is in the Graveyard, "Gazelle the King of Mythical Beasts" and all "Phantom Beast" monsters on the field gain 300 ATK." So, if there are 3 in the graveyard, all Gazzzele and Phantom Beasts gain 900 attack!
