Tricky requires a discard and Vice Dragon has a different Typing from Earth Armor Ninja. It can be combo'ed with Tiger Dragon and Strong Wind Dragon for quick tribute fodder.

No new top tier deck is created with the mentioned combo. So yeah, Vice Dragon is basically the expensive version of Earth Armor Ninja

Some extra deck stuff requires you to use certain type to summon them. If they ask for Dragon, you obviously can't use Earth Armor Ninja for it.

So there's still a purpose to having the same effect on different stuff.
