I think he's unlimited now, don't know for sure, quit TCG in 2012, was banned when you could recycle his effect till the end of time, now he has errata, like other broken cards...
Before the card changes DMOC was broken as it would add the spell card as soon as it played onto the filed. Now with the changes it all happens on the end phase thus making it not so broke, I think the change happened in 2015 or 2014.
