You're somewhat right. A lot of people just suck in deck building and rely on copied decks. So when a new meta deck comes out many of these people are crying out in fear and are demanding a ban or help because they refuse to try to counter it on their own. So like you said most will join the meta while others will complain about it till the next big thing comes.
